Summit
Fiscal Agency offers Agency With Choice services to consumers
who receive funding under the Mental Retardation and Related
Conditions (MR/RC) waiver; the Elderly (EW) Waiver; Community
Alternative Care (CAC); the Community Alternatives for Disabled
Individuals (CADI) waiver; and the Traumatic Brain Injury (TBI)
waiver. We are also offering these services to consumers who
receive funding under the Minnesota Disabilities Health Options
(MnDHO) and the Minnesota Senior Health Options (MnSHO) programs.
The Agency with Choice model offers the most support to consumers
or families who want to direct their own services. Under this
model, Summit Fiscal Agency is the Common Law Employer and you
are the Managing Employer. This is a dual employer arrangement
which allows you to recruit, screen, hire, train, supervise
and evaluate your employees. You set their wages and mileage
reimbursement rate when you set your individual budget. You
will also be responsible for obtaining and verifying all of
the employees’ paperwork, timecards and expenses reimbursement
requests. While you can decide you no longer want to have an
employee work in your home, we actually discharge the employee
from our employment because we are the Common Law Employer.
As the Common Law Employer we require background and motor vehicle
checks. Under the Agency with Choice model we carry the liability
insurance, workers compensation and pay all wages and taxes.
We provide you with all the tools and materials you need to
manage your consumer directed supports, manage your employees
according to our policies and procedures and manage your CDCS
allocation. We will also monitor, track and provide reports
to you, the counties and DHS about your use of your CDCS allocation.
Summit Fiscal Agency complies with all applicable federal and
state rules and regulations. Our professional staff have experience
researching and implementing new rules and regulations as they
change and evolve. We have consulting relationships with and
tax and auditing accountants and a business and employment specialist
attorney.
All of the services rendered by Summit Fiscal Agency are subject
to periodic review by Counties and the Department of Human Services.
We will provide the Minnesota Department of Human Services with
summary information from surveys, quality indicator activity
and any other information requested. |
