Fiscal
Support Entity (FSE) services is the umbrella service for the continuum
of supports offered to Minnesota consumers under the Consumer Directed
Consumer Support (CDCS) option of the waivered services program including
the Fiscal Conduit model, Vendor Fiscal/Employer Agent model, and
the Agency with Choice model.
All consumers have the option to choose from a menu of services, service
types and service providers. Summit Fiscal Agency affirms, encourages
and is ethically committed to the consumers’ rights to choose
the providers and supports that they feel best support them. Summit
Fiscal Agency does not limit consumer choice or access to any support
services our agency offers or those offered by other agencies. Consumers
may purchase their direct service from other Consumer Directed Community
Support providers and traditional providers of service and choose
Summit Fiscal Agency for their Fiscal Support Entity. Consumer’s
may choose to use Summit Fiscal Agency for one of the service models
and choose to use another Fiscal Support Entity. Our staff work with
all providers in the Consumer Directed Community Support system, traditional
licensed services and day services in a professional and courteous
manner to meet the needs of individual consumers.
Our agency is offering services to consumers who receive funding under
the Mental Retardation and Related Conditions (MR/RC) waiver; the
Elderly (EW) Waiver; Community Alternative Care (CAC); the Community
Alternatives for Disabled Individuals (CADI) waiver; and the Traumatic
Brain Injury (TBI) waiver. We are also offering these services to
consumers who receive funding under the Minnesota Disabilities Health
Options (MnDHO) and the Minnesota Senior Health Options (MnSHO) programs.
Fiscal Support Entity services include billing the Minnesota Information
Technology System (MN-ITS). Summit Fiscal Agency is an enrolled Medical
Assistance provider with extensive experience managing this system.
Consumer Directed Community Supports may be billed under four general
categories: Personal Assistance, Environmental modifications and provisions,
Treatment and training, and Self-directed support activities.Fiscal
Support Services also include providing access, through billing and
expense check processing, to funding for goods, services and adaptations.
These goods, services and adaptations must meet the guidelines established
by the Department of Human Service and Counties.
Summit Fiscal Agency’s Fiscal Support Entity services also include
tracking, monitoring and reporting your use of your waivered services
allocation. Monthly expense to budget and Service Agreement allocations
will be provided. Tracking and monitoring will occur monthly and are
provided to consumers monthly, to counties monthly and quarterly in
accordance with our contracts and to the Department of Human Services
upon request.
Summit Fiscal Agency complies with all applicable federal and state
rules and regulations. Our professional staff have experience researching
and implementing new rules and regulations as they change and evolve.
We have consulting relationships with and tax and auditing accountants
and a business and employment specialist attorney.
All of the services rendered by Summit Fiscal Agency are subject to
periodic review by Counties and the Department of Human Services.
We will provide the Minnesota Department of Human Services with summary
information from surveys, quality indicator activity and any other
information requested.
