Consumer Directed Community Supports (CDCS)

Consumer Directed Community Support is a service option available under the home and community based waivers that give individuals more flexibility and responsibility for directing their services and supports, including hiring and managing support staff.

Individuals eligible to use Consumer Directed Community Support include those enrolled in the Alternative Care (AC) Program, Community Alternative Care (CAC) Waiver, Community Alternatives for Disabled Individuals (CADI) Waiver, Developmental Disabilities (DD) Waiver, Elderly Waiver (EW), Minnesota Disabilities Health Options (MnDHO), Minnesota Senior Health Options (MnSHO) and Tramatic Brain Injury (TBI) Waiver.

CDCS is an outgrowth of the national Self-Determination movement.

The philosophy of Self-Determination for individuals with disabilities reflects the following principles: freedom to live a meaningful life; authority over dollars needed for support; support to organize resources in ways that are life-enhancing and meaningful; responsibility for the wise use of public dollars; and confirmation of leadership by self-advocates.

Summit Fiscal Agency promotes the principles of Self-Determination and views the implementation of the Consumer Directed Community Services program as a valuable, pragmatic means by which to forward these principles and impact consumers’ lives in meaningful ways. Summit Fiscal Agency’s Fiscal Support Entity’s service delivery reflects the reliability and versatility we believe is essential for the support of consumers’ self-determination.

Individuals are free to create a Community Support Plan containing only non-licensed supports and services, or a plan blending non-licensed and traditional/licensed supports and services. The choice remains with the consumer. Summit Fiscal Agency will provide financial and technical support without influencing choices as individuals and families design supports.

As a Fiscal Support Entity, Summit Fiscal Agency acts as a monetary bridge between the waiver or grant allocation and the person receiving services to channel funds directly to goods, services, and staffing supports the person authorizes.

Summit Fiscal Agency offers a choice of self-directed service models including Fiscal Support Entity, Fiscal Conduit, Payroll Agent, and Agency with Choice to individual’s using Consumer Directed Community Services. As an experienced FSE, Summit Fiscal Agency is also a seasoned Personal Support, Homemaker, and Unlicensed Respite provider for most waiver eligible individuals.
