Summit Fiscal Agency offers Fiscal Conduit Services
to consumers who receive funding under the Mental Retardation
and Related Conditions (MR/RC) Waiver; the Elderly (EW)
waiver; Community Alternative Care (CAC); the Community
Alternatives for Disabled Individuals (CADI) waiver;
and the Traumatic Brain Injury (TBI) waiver. We are
also offering this service to consumers who receive
funding under the Minnesota Disabilities Health Options
(MnDHO) and the Minnesota Senior Health Options (MnSHO)
programs.
The Fiscal Conduit model allows you, the consumer the
most flexibility and self-direction. As the Common Law
Employer you are responsible for managing all aspects
of your household business including: paying your support
workers and other vendors for goods and services directly
and managing or purchasing the management of your own
payroll related tasks. Summit Fiscal
Agency as your Fiscal Support Entity will reimburse
you for payments you have made after the services are
rendered.
Summit Fiscal Agency requires documentation by the Common
Law Employer prior to billing and cash disbursement.
Documentation will include payroll documentation that
indicates individual wages paid and taxes withheld and
paid. All expenses that you have paid require copies
of receipts. Summit Fiscal
Agency’s responsibility under this model
is limited to billing as the MA enrolled provider, verifying
documentation of allowable expenditures and reporting
budget to actual expenses to you, the County and DHS.
Summit Fiscal Agency
complies with all applicable federal and state rules
and regulations. Our professional staff have experience
researching and implementing new rules and regulations
as they change and evolve. We have consulting relationships
with and tax and auditing accountants and a business
and employment specialist attorney.
All of the services rendered by Summit
Fiscal Agency are subject to periodic review
by Counties and the Department of Human Services. We
will provide the Minnesota Department of Human Services
with summary information from surveys, quality indicator
activity and any other information requested. |
