Summit Fiscal Agency provides Fiscal
Intermediary and Employer of Record services to consumers
who are recipients of the Consumer Support Grant (CSG).
Within our services there are a variety of options for
families and consumers to choose from including the
payroll agent model with or without expenses as well
as the employer of record option with or without expenses.
Summit Fiscal Agency acts
as a monetary bridge between the consumer and the grant
when providing Fiscal Intermediary services. These services
include individual budgeting based on the grant amount,
expense reimbursement, billing the County for funding
and sending regular tracking reports identifying how
much of the grant has been used.
Under the Payroll Agent model
the consumer or the consumer’s representative
is the Common Law Employer. This means that the consumer
obtains an Employer Identification
Number (EIN) and is the lawful employer of those
who provide direct supports. This model allows more
autonomy and self-direction in managing your supports.
You will hire your own employees, and train, supervise,
evaluate and discharge them at your own discretion.
Summit Fiscal Agency will assist in completing all employer
paperwork and obtaining proper insurance and workers’
compensation. As the Vendor Fiscal/Employer Agent, Summit
Fiscal Agency is not the employer. We are the agent
and provide administrative support such as wages payment
to your employees, payment of payroll taxes, processing
of employment related information and record keeping.
We also provide all of the forms and information needed
to become an employer and to manage employees.
The Employer of Record model
offers the most support to consumers or families who
want to direct their own services. Under this model,
Summit Fiscal Agency is the Common Law Employer and
you are the Managing Employer. This is a dual employer
arrangement which allows you to recruit, screen, hire,
train, supervise and evaluate your employees. You set
their wages and mileage reimbursement rate when you
set your individual budget. You will also be responsible
for obtaining and verifying all of the employees’
paperwork, timecards and expenses reimbursement requests.
Under the Employer of Record model we carry the liability
insurance, workers’ compensation and pay all wages
and taxes. We provide all the tools and materials needed
to manage your employees according to our policies and
procedures, and we manage your grant allocation. |
