Summit
Fiscal Agency offers Vendor Fiscal/Employer Agent
or Payroll Agent services to consumers who receive funding
under the Mental Retardation and Related Conditions
(MR/RC) waiver; the Elderly (EW) Waiver; Community Alternative
Care (CAC); the Community Alternatives for Disabled
Individuals (CADI) waiver; and the Traumatic Brain Injury
(TBI) waiver. We are also offering these services to
consumers who receive funding under the Minnesota Disabilities
Health Options (MnDHO) and the Minnesota Senior Health
Options (MnSHO) programs.
In the Vendor Fiscal/Employer Agent model, the consumer
or the Consumer’s representative is the Common
Law Employer. This means that the consumer obtains an
Employer Identification Number (EIN) and is the lawful
employer of those who provide direct supports. This
model allows you more autonomy and self-direction in
managing your supports. You will hire your own employees,
train, supervise, evaluate and discharge them at your
own discretion. You also take on the responsibility
for following all applicable federal and state employment
laws. Summit Fiscal Agency
will assist you in completing all employer paperwork
and obtaining proper insurance and workers compensation.
As the Vendor Fiscal/Employer Agent, Summit
Fiscal Agency is not the employer. We are your
agent and provide administrative support such as wages
payment to your employees, payment of payroll taxes,
processing of employment related information and record
keeping.
We also provide you with all of the forms and information
you need to become an employer and to manage your employees.
Summit Fiscal Agency
complies with all applicable federal and state rules
and regulations. Our professional staff have experience
researching and implementing new rules and regulations
as they change and evolve. We have consulting relationships
with and tax and auditing accountants and a business
and employment specialist attorney.
All of the services rendered by Summit
Fiscal Agency are subject to periodic review
by Counties and the Department of Human Services. We
will provide the Minnesota Department of Human Services
with summary information from surveys, quality indicator
activity and any other information requested. |
